谁 + Verb…？ / … + 是 + 谁？ / 谁的 + Noun
谁 (shéi, sometimes pronounced shuí) means “who”. Like every question word, it sits where the answer goes:
他是谁？ → 他是我哥哥。
谁是你的老师？ → 李老师是我的老师。
With 的 you get “whose”: 谁的书？ (whose book?).

Common mistakes
✗ 谁是他吗？ → ✓ 他是谁？ (no 吗).
✗ 谁书 → ✓ 谁的书.
