尽管 + real fact，但是/可是 + S (却/还是) + V
尽管 introduces a real concession: it's true, and yet the outcome goes the other way. It's a slightly more formal, more emphatic 虽然 ("although", "despite the fact that").
The second clause starts with 但是/可是/然而 and often contains 还是、仍然 or 却. 却 is an adverb: it goes after the subject, unlike 但是.
Like 虽然, 尽管 is about a fact, not a hypothesis (→ 即使).
Examples
尽管工资不高，但是他很喜欢这份工作。
Jǐnguǎn gōngzī bù gāo, dànshì tā hěn xǐhuan zhè fèn gōngzuò.Although the pay isn't high, he really likes the job.
尽管医生多次提醒，他却还是天天抽烟。
Jǐnguǎn yīshēng duō cì tíxǐng, tā què háishi tiāntiān chōu yān.Despite the doctor's repeated warnings, he still smokes every day.
尽管很累，大家仍然坚持到了最后。
Jǐnguǎn hěn lèi, dàjiā réngrán jiānchí dào le zuìhòu.Although exhausted, everyone held on to the end.
Common mistakes
✗ 尽管很累，却大家坚持了。→ ✓ 大家却坚持了。(却 after the subject)
✗ 尽管明天下雨，我也去。 → hypothesis → ✓ 即使明天下雨，我也去。
